It could be a doe. One out of several thousand deer, a doe will have extremely high testosterone and have antlers. Lacking a pic from behind it can not be determined.

A young buck. Young bucks called "spikes" & you can see why. When looking "head-on" at males, they have a distinct darker black "eyebrow ridge". Don't know what else to call it, but it's an easy way to tell a doe from a buck---antlers or not. Young elk cows in their first antler-growth year will often have "spikes" also.
