Sunrise and sunset are when the critters are most active.

I agree, though, a high power rifle can wreak havoc for a considerable distance.

Shooting in a neighborhood is not necessarily illegal, but could be unwise.

Options I see:
- neighborhood association draws boundaries and enforces them (long term plan)
- if someone is hunting within spitting distance of a public road, they're likely in violation
- if someone is on private land without permission, they're likely in violation

Mind you - there's differences between "Legal," "Law," and courtesy. I suspect what you're seeing is
more of a courtesy issue. Those are best resolved face-to-face.

I have one other guideline ---- An out-of-state or city slicker give them hell!
A neighbor --- consider a gentle admonishment.

You gotta live with your neighbors!
