I don't think it is in the bluebell family. Could be wrong.

I looked at that. The leaves and the stamens don't look right.

CRAIG — The wild horses in Moffat County’s Sand Wash Basin will not be receiving supplemental water at least not right now.

The Bureau of Land Management told the Wild Horse Warriors for Sand Wash Basin advocacy groups Tuesday that the agency would not allow volunteers to haul supplemental water into the basin at this time.

Hope they get lots of rain! Forecast looks good for some. That may refill some of their drinking holes at least temporarily until monsoon gets here.

So my guess on the blue flower is that it is some type of alpine speedwell (perhaps closely related to Veronica wormskjoldii)

Okay, now I'm thinking the blue flower might be Mertensia alpina before the flowers start to nod.
