Yesterday I contacted the Jeffco Commissioners about our concern about Highway 285 at Kings Valley and also asking that they make construction on Highway 285 on the top of the county's priority list with CDOT. Here is the response I received today:

"CDOT is close to completing final design for interim improvements to the Kings Valley intersection to make it a grade-separated interchange and this project is budgeted for construction. I would expect construction within the next year at this location.

"Finally, CDOT periodically requests a list of priority projects from counties throughout the state. At a recent opportunity to provide this input, our County Commissioners put US 285 at the top of their priority list to CDOT. I believe this request has helped to have US 285 achieve a top priority status for funding by CDOT."

The email I received is from Steve Duran, PE, Director of Transportation of Engineering for Jefferson County. He said: "Feel free to contact me with any further questions". # 303-271-8498

It is frequently a near-death experience going through that area during business hours.

Bad news. It's back to the starting line. Here is the latest word from CDOT's Jana Spiker (via Sal Christ of the Canyon Courier): "Construction funding for the Kings Valley Interchange is not budgeted nor is it slated to begin construction until such funding is identified. Potential partial funding may through FASTER Safety is being pursued, however, final eligibility for these funds is based on an expected benefit vs. total project cost (Design, Right-of-Way, Construction) so this determination cannot be made until final design is advanced and right-of-way acquired. This is anticipated to leverage approximately $4.5-5M but the total project cost is $8-10M."

Sal said Jana told her: ...she said that it was included in ballot initiatives that could provide some needed funding toward the project in order to construct the interchange.

I'm sorry to say our elected officials from County Commissioners to state representatives, if they indeed are concerned over Highway 285, they are ineffective in getting something done.

So was the Fri the 13th in July statement a hoax? They said that it was already funded.

The lack of attention to 285 over the last 15 years has been atrocious. I won't even consider voting for either road proposal unless it includes 4-lane construction through at least the Pine Junction overpass (yes the one planned for over 10 years ago!).

When I asked again about this subject to a Canyon Courier reporter since a story in the paper quoting Jana Spiker was in conflict with what I was told by Steve Duran (Jeffco Director of Transportation Engineering), the reporter asked Mr. Duran about his statement. This is what he said back: "Steve told me that it appears he misunderstood the status of the evolving potential for future state funding sources and passed along an apology for any confusion he may have cause(d)."

I then went to Jeffco County Commissioner Tina Francone about Highway 285 construction. Here is what she emailed me last night: "The design/study is close to completion and was previously funded (paid for). The work recommended by the study is on the top of CDOT's "to do" list, once funding is authorized. Neither Steve nor Jana will tell you that this project is 100% going forward because they can't - if there's no money set aside for it they can't start construction. BUT that being said, this project is on the priority list which means that as soon as money is identified or budgeted, it'll start. There is a better than average chance that money will be set aside. Any of the initiatives or legislation on the November ballot would include the construction of this project. So, I know this sounds pretty convoluted, but this project will more than likely begin construction sometime early 2019 because one or another of the transportation initiatives will probably pass. No one can give you a definite "yes" (or "no") because of the process described above."
